Town councillor censured
Malvern Town councillor Mike Charles has been formally censured by Malvern Hills District Council's Standards Committee for breach of the councillors' code of conduct arising from comments he made about an officer at a district council meeting last year.
Following receipt of a complaint and a thorough investigation by the council's Monitoring Officer and an Independent Person, the Standards Committee were in no doubt that Councillor Charles had breached the code of conduct by his inappropriate comments. They held that he had breached the code by failing to treat others with respect; by failing in his public duty not to bully anyone; and by failing in his duty not to bring his Council, Malvern Town Council into disrepute.
Councillor Chris Cheeseman. Committee Chairman said "The Standards Committee deals with complaints in a formal hearing so that all cases are given full and proper consideration. In this case the Committee, which includes both district and parish councillors, was unanimous about Councillor Charles' failure to meet the required standards of conduct".
He went on to say, "It is even more regrettable that despite our decision, Councillor Charles has so far failed to apologise for his actions which only tended to undermine his own reputation and that of local councillors generally."
In addition the Committee also recommended the Town Council to offer training to Councillor Charles.
