Malvern Hills District Council ‘slims down’ senior team
Proposals for a key senior management re-organisation at Malvern
Hills District Council were approved at a meeting of the full
Council on Tuesday 27th September. Following a
review, two senior managers Nigel Snape, Head of Legal and
Governance and Lee Robson, Head of Economic Development, will be
leaving the authority over the next few months. The
‘slimmed-down’ senior management team will then comprise just four
Heads of Service, reporting to Chief Executive Chris Bocock.
The total number of staff employed directly by
the district council, which is rated ‘Excellent’ by the Audit
Commission, has fallen by two-fifths in the past four years. This
follows an efficiency drive and moves to share more services with
neighbouring councils.
Commenting on the latest re-structuring,
Councillor Paul Swinburn, HR and Performance Portfolio Holder
said:
“Losing two highly regarded managers
from our top team is a regrettable necessity in these difficult
times but we are determined to continue our ‘leaner and fitter’
strategy. I’m confident that our remaining team of high-performing
senior managers will rise to the challenge of producing more with
less. In future, Chris Bocock will be responsible for
Business Development and inward investment and so will strengthen
the district’s economic development drive.”
Councillor Phil Grove, Council Leader,
said:
“Implementation of these changes is part
of our long-term plans to get ever better value for money for our
council tax payers. Next year, we shall be undertaking a full
Strategic Review of all aspects of the council’s operations to
chart out how best we can meet the needs of our residents in the
years to come.”
Proposals for this Organisational Review were first made in autumn
2010 and the Chief Executive reported to Council in June
2011. The final re-structuring plans received cross-party
support within the council. Appointments to the new Senior
Management Team, which are effective from 1
st October,
are announced as follows:
- Chris Bocock is re-appointed
as Chief Executive with particular responsibility for Business
Development and inward investment.
- Andy Baldwin is
appointed Head of Resources
- Ivor Pumfrey is appointed
Head of Community Services
- Gary Williams is appointed
Head of Planning, Economy and Housing.
- John Williams is appointed
Head of Policy and Governance
