Vision, Objectives and Priorities 2011 - 2014
Our vision is:
- For the Malvern Hills district to be recognised
as a clean, safe, healthy and prosperous place to live, work and
visit with vibrant and active communities and first class services
and facilities.
- Our communities can expect equal access to
first class, coordinated public services which meet their diverse
needs and address inequalities
- They can also
expect their locally elected representatives to listen to their
views, maintain the distinctive local identity of the Malvern Hills
district; hold other public bodies to account for the services they
deliver and to arrange for quality services to be delivered in the
most appropriate, efficient and cost effective way by the public,
private and voluntary sectors
- They can expect the council to add value and
enhance the character of, and quality of life in, the district
Our Objectives are:
1. "To involve people, businesses and organisations in
their communities by consultation and working with
them
- Know our communities and the challenges they face
- Listen to our communities and encourage involvement through
localism and a "Big society" approach
- Encourage communities to drive member led action e.g. Parish
plans
- Increase voter turnout; encourage awareness of local democracy;
and equip elected members to do their job better
- Give more responsibility to community groups and town / parish
councils and Local Enterprise Partnerships
2. To improve access and accessibility to services by
working in partnership for the benefit of the
community
- Design services around customer
need
- Continue to develop the Hub as the
first point of contact for all partners
- Tackle deprivation and inequalities e.g. improving access to
broadband and local transport
- Increase collaboration with public, private and voluntary
organisations
3. To improve outcomes (quality of life) for local
people, add value and provide value for money
- Have a clear ambition which focuses on
what is important to local people and manage performance
rigorously
- Develop and maintain a robust Medium Term Financial Plan and a
balanced budget and maximise external funding opportunities where
these help to fund our priorities
- Focus on adding value
- Develop our role as advocates and leaders of our communities
ensuring we hold those who deliver services to account
- Recruit and develop those who deliver our services to be highly
motivated people with the skills and competencies to meet local
needs
4. To develop the Malvern Hills District as a great
place to live work and visit
- Develop the economy to attract inward investment, support local
business, review our planning retail policies and increase
tourism
- Maintain our environmental and heritage assets
- Work with partners to maintain low crime rates
- Enhance our town centres with partners
- Continue to encourage high quality local employment and
training opportunities, a decent home and a place where people are
valued and respected by all.
- Seek to influence a properly planned physical (e.g. roads and
rail) and community infrastructure facilitating funds where
possible
5. To reduce inequality and improve life chances for
all
- Know our Communities and the challenges they face
- Work with others tackle discrimination, deprivation, poverty
and inequality where it exists
- Design services around customer need
- Recruit and develop those who deliver our services to be highly
motivated people with the skills and competencies to meet local
needs.
