North Site Development Brief

Foreword

The redevelopment of the former MOD North Site is likely to be the largest mixed redevelopment to take place within Malvern Hills District in the period up to 2011. The delivery of new housing and employment through redevelopment of the site are important to the achievement of strategic and local requirements for new development within Malvern and the district as a whole.

However, North Site cannot be considered in isolation, as it is located within the exiting urban area of Malvern and adjoining an area of attractive and sensitive open countryside. Consequently, there is a need to integrate successfully new development with the town and local communities and ensure that the quality of the town's environment and its setting is enhanced and not eroded.

The District Council therefore believes that it is essential that consideration is given to developing comprehensive guidance to a secure high quality development which meets both strategic and local needs.

The broad principles and requirements for the redevelopment of the site will be established by policies contained in the emerging Malvern Hills District Local Plan. However, the District Council has identified the preparation of a detailed Development Brief for North Site as one of its top priorities. This is because the District Council considers that the Local Plan and a Development Brief together will enable the land use related elements of priorities established by the Community Strategy for Malvern Hills District to be translated into tangible requirements and aspirations for the redevelopment of North Site.

The following development brief will provide guidance to landowners, developers and residents alike about expectations with respect to the layout, form and quality of proposed new development. The North Site Development Brief establishes a strong design philosophy and concept for future development and sees redevelopment of the site as a positive opportunity to create a high quality environment which is both sympathetic with its hinterlands within the Malvern area and distinctive in its own right, creating an attractive environment where people will want to live, work and relax. The North Site Development Brief does not attempt to set in stone how development will come forward. However, it does provide a firm basis for the development of imaginative proposals and ideas for redevelopment.

The District Council has sought community comment and feedback on the draft Development Brief. It was published for public consultation between 12th January 2004 and 23rd February 2004.
