Annual Monitoring Reports
The purpose of the Annual
Monitoring Report (AMR) is to report progress on the Local
Development Framework (LDF) against the timetable and milestones
set out in the Local Development Scheme (LDS) and to assess the
extent to which Local Development Documents and their policies are
being implemented.
The AMR assesses whether policies
are achieving their objectives and whether sustainable
development is being delivered; if policies have had
their intended consequences; whether policy assumptions
and objectives behind policies are still relevant; and
if targets set in the Local Development Framework are being
achieved.
Changes to the Monitoring Process
Malvern Hills District
Council previously had a duty to produce and submit
Annual Monitoring Reports to the Government. The
Localism Act (which received Royal Assent on
15th November 2011) sanctions the removal of the requirement
for local planning authorities to produce an annual monitoring
report for Government, while retaining the overall duty to monitor.
The Parliamentary Under Secretary of State, Bob Neill MP, wrote to
authorities on 30th March 2011 announcing withdrawal of guidance on
local plan monitoring. Authorities can now choose which targets and
indicators to include in the report as long as they are in line
with the relevant UK and EU legislation. Their primary purpose is
to share the performance and achievements of the planning service
with the local community.
The 2010 edition was the first
joint Annual Monitoring Report (AMR) prepared for the South
Worcestershire Joint Advisory Panel and the constituent local
planning authorities of Malvern Hills District, Worcester City and
Wychavon District Council. Whilst the three South Worcestershire
authorities will continue to undertake a joint monitoring approach
(see the South Worcestershire Development Plan website for further
joint monitoring information: www.swdevelopmentplan.org),
separate AMRs have been produced for the current monitoring
period. The latest Malvern Hills District AMR covers the
period 1st April 2010 - 31st March 2011 and was submitted to the
Department for Communities and Local Government (DCLG) in December
2011.

South Worcestershire Housing Land Monitor (Includes 5 year
Housing Land Supply)
This document is the
principal information source for annual housing supply within
Malvern Hills District, Worcester City and Wychavon District and
contributes to all three Council’s primary monitoring document, the
South Worcestershire Annual Monitoring Report. It also provides
figures for regional monitoring and national government returns
such as the National Land Use Database. This document replaces the
previous Malvern Hills District Housing Land Availability (HLA)
studies.
The document has been
designed to take account of Malvern Hills District’s, Worcester
City’s and Wychavon District’s role in preparing the joint South
Worcestershire Development Plans
The South
Worcestershire Housing Land Monitor (HLM) contains analysis of
the housing land situation at 1st April 2010 in terms of both
allocated and windfall housing sites. This study examines the trend
in housing completions, progress in the provision of affordable
housing and the contributions towards the supply of housing on
previously developed land.
Additional information
such as the size of dwellings, density, and previous use, is also
provided in the links ending in "data 2010". The study
examines Malvern Hills District, the city of Worcester and Wychavon
District’s supply of available and deliverable housing land.
The status of each site
is obtained from individual site checks carried out by planning
officers in April of each year.

South Worcestershire Employment Land Monitor
This document is the
principle source of information for economic development within
Malvern Hills District each year and contributes to the District
Council’s primary monitoring document, the Annual Monitoring
Report, published in December each year. It also provides figures
for regional monitoring and national government returns such as the
National Land Use Database. This document replaces the previous
Malvern Hills District Employment Land Availability (ELA)
studies.
The document has been
designed to take account of Malvern Hills District’s, Worcester
City’s and Wychavon District’s role in preparing the joint South
Worcestershire development plans.
The South
Worcestershire Employment Land Monitor (ELM) outlines the
employment land position for South Worcestershire and covers the
period from 1st April 1996 to 31st March 2010. The
final report details individual employment sites with the benefit
of planning permission that have been constructed since April 1996,
are under construction or remain outstanding. The status of each
site is obtained from individual site checks carried out by
planning officers in April of each year.
The results of this study form part
of a regular assessment of the availability of employment land
in South Worecsreshire and are used to monitor progress
towards meeting the employment land allocation for Malvern Hills
District, Worcester City and Wychavon District. The monitor
also contributes to regional assessments of housing supply and
the emerging South Worcestershire Development Plan (SWDP).
Employment Sites are those sites
that fall within Class B of the Use Classes Order and are defined
as Class B1 – Business (including offices not
within Class A2, research and development, studios, laboratories,
hi technology uses and light industry); Class B2 –
General industry; and Class B8 – Storage or
Distribution (wholesale warehouses, repositories).
