Best Value Reviews
All local councils have a duty to deliver services that are of high quality, cost effective and meet the needs of local people.
Best Value is a framework designed to improve local services. Councils are required to assess their own performance and put in place measures to ensure continuous improvement in all of their services.
All Best Value reviews follow a similar process that addresses the '4Cs':
- Challenge why, who and by whom a service is being provided
- Consult users, people who do not use the service, businesses, voluntary groups and others with a particular interest in the service
- Compare the performance of services with that of other councils or private companies
- Compete with other providers to see who can deliver the most efficient and effective services
