Malvern Hills District Council controls the emissions to air of a number of industrial processes under the terms of The Environmental Permitting Regulations 2007. The Council is able to apply a set of conditions based on the use of "best available technique" which balances the cost to the operator against the benefit to the environment. This system is known as Integrated Pollution Prevention and Control (IPPC) and aims to prevent emissions, pollution and waste production and when this is not practical, reduce them to acceptable levels.
These processes are split into three categories dependant on their size and complexity. These categories are:-
| A1 | Installations which are regulated by the Environment Agency. There are two such installations currently within this Councils area. Both of these are poultry farms. |
| A2 | Premises which are regulated by Local Authorities. These are not as large or complex as the A1 Installations. There are currently no such installations within this Councils area. |
| Part B Installations | Only the emissions to air from these premises are regulated and this is by Local Authorities. Such premises include petrol stations handling over 500,000 litres per year, concrete batching plants, large timber processes and a printer. For a number of intallations a further element of control has been bought in via the Solvent Emissions Directive. The aim of the SED is to prevent or reduce the emissions of volatile organic compounds (solvents) into the environment, mainly into the air and the potential risk to human health. The SED will apply to a number of Part B processes within this Councils area and will be brought into effect over the next few years. These companies will need to produce a solvent management plan, the aim of which is to reduce the use of VOC's to limits contained in the Solvent Emissions (England and Wales) Regulations 2004.
