Transitional arrangements introduced as part of the new planning system allows the Council to "save" guidance for three years from the date of their adoption. We currently have adopted Supplementary Planning Guidance (SPG) on Affordable Housing and the North Site Brief and an associated North Site Affordable Housing Brief. These SPG wil continue to be used as non-statutory guidance to support relevant planning applications whilst relevant saved policies are in place or until new Development Plan Documents or Supplementary Planning Documents replaces them.
Affordable Housing SPG (June 2004)
The purpose of this document is to provide guidance on the implementation of the Council's affordable housing policies (from new housing development). Linked to Saved Policy CN2 contained within the emerging Malvern Hills District Local Plan.
North Site Development Brief (August 2004)
The purpose of this document is to provide the Council's broad planning and urban design requirments for the redevelopment of the former MoD North Site. Linked to Saved Policy DS7 in the emerging Malvern Hills District Local Plan.
North Site Affordable Housing Brief (September 2004)

Open Space SPD

Malvern Hills District Council has prepared an Open Space Supplementary Planning Document (SPD) as part of the Local Development Framework (LDF) for the District. The SPD was adopted on the 5th August 2008.
The SPD sets out the District Council’s approach to securing open space, sport and recreational facilities through new housing development. The guidance forms the basis for negotiation with new housing developers for contributions towards the provision of appropriate open space, sport and recreational facilities and their long term maintenance, as referred to in policies CN12 and CN13 of the adopted Malvern Hills District Local Plan.
Developer Contributions and Planning Obligations
This provides detailed policy guidance on the nature and level of contributions (usually either land or financial) required from development sites. Linked to Policy DS18 in the emerging Malvern Hills District Local Plan. The SPD was adopted in December 2006.
House Extensions SPD

Re-use of Rural Buildings
The purpose of this SPD is to provide guidance on the re-use and conversion of rural buildings. Linked to Policy EP6 in the emerging Malvern Hills District Local Plan.
Education Contributions SPD (April 2007)
New housing developments usually create an increase in demand for public services, including the provision of school facilities. The District Council, in partnership with Worcestershire County Council, is keen to ensure that the provision of school facilities keeps pace with new housing growth.
To help achieve this, the District Council can require house builders to contribute financially towards education provision. Although this has been the case for some time, the Council has re-assessed the approach it takes, to ensure that the contributions requested are reasonable and fair in relation to the types and sizes of houses being built, and to change the policy to reflect recent changes in legislation and government guidance.
Adoption Statement
Design guidance provides advice and information to promote a high standard of design and a high quality and sustainable environment.
A concept statement is one form of design guidance and sets out a simple, clear framework of the kind of place that new development should create. It is a brief explanation of how development on that site should contribute towards sustainable development. Concept statements explain how the policies and objectives of the Local Plan or Local Development Document should apply to each specific site, in order to deliver the best possible economic, social and environmental benefits.
Concept statements are less detailed than development briefs, focussing more on the environmental assets of the site and the development principles.
The guidance provides Concept Statements for specific sites and provides key information for potential developers.
