Performance Management Framework

The Council's Performance Management Framework (PMF) sets out how the Council goes about its key management tasks of Planning, Delivering, Checking and Reacting. This cycle of management activity ensures that the Council delivers what it promises to plan.

The PMF is shown in diagrammatic form below, but contains a number of essential elements.

1. PLANNING considers feedback from the community (from surveys, individual customer experiences and from other consultation), the aims and objectives of the Vision 21 partnership (as expressed in the Community Strategy), and the core objectives of the Council. It culminates in an annual review of our priorities, the setting of the Council Plan and its budget, and individual performance reviews for every member of staff - so that their objectives and training plans match with those of the whole organisation.

2. DELIVERY is the day to day provision of services to the community and the running of projects and programmes designed to improve services.

3. CHECKING is a continuous process of comparing actual results and progress against the plans. We use the TEN performance management system to monitor results and key plans.

4. REACTING means that, when results or progress are not as expected, we put in place changes to bring them back on course. Sometimes these changes are longer term and need to be taken into account in plans for the next year.
