All councillors meet together as the County Council. Meetings of the County Council are normally open to the public. Here Councillors decide the County Council's overall policy framework and set the budget each year. The County Council is also responsible for electing the Leader of the Council and the other members of the Cabinet and for establishing the other committees and panels, some of which are responsible for assisting in policy development and reviewing the decisions of the Cabinet, while others have statutory non-executive responsibilities to discharge. Other members of the Council are able to ask questions of key members of the Cabinet. Members of the public may participate by presenting a petition, asking a question or making a comment. There is also provision for a state of the county and key issues debates to be held, which will include the participation of external speakers, organisations and the public.
The Chairman of the Council is Mr Alwyn Davies (Conservative).
The Vice-Chairman is Mr John Cairns (Conservative)
The Chairman and Vice-Chairman are elected by members of the Council at the annual meeting which is usually held in May.
The Chairman is the civic figurehead of the County Council. He promotes the interests and reputation of the County Council and of Worcestershire as a whole, to act as an ambassador for both, to foster community identity and pride and to promote public involvement in the Council's activities. He undertakes civic community and ceremonial functions.
The Chairman presides over meetings of the Council so that its business can be carried out fairly and efficiently and with regard to the rights of councillors and the interests of the community. He is responsible for ensuring that the Council meeting is a forum for the debate of matters of concern to the local community and a place at which members who are not on the Cabinet are able to hold the Cabinet to account
