The 2nd Worcester City Citizens' Panel survey was based around four themes. The themes were:

• Car parking
• Closed Circuit Television (CCTV)
• Conservation Area Appraisals
• Worcester City Council's Summary of Financial Accounts

The questionnaire was sent out to panellists in the last week of June 2006 and by the closing date of the 24th July, 782 responses had been received, which represents a response rate of 77%.
