Appointment approved for shared role

Both MHDC and Wychavon are pleased to announce Council approval for the appointment of a shared Chief Executive/Managing Director today.

The announcement comes after the decision was taken at both Council meetings on the 14 and 16 October. Both committees agreed to the Appointment Panel's recommendation to appoint Jack Hegarty, currently Managing Director at Wychavon, to the shared role.

Jack is well known locally, has 29 years of local government experience and has led Wychavon to many achievements over the last 10 years; such as the LGC Council of the Year, Best Council, Best Leader, secured high satisfaction ratings for services and staff, as well as helping the council live up to its good services, good value brand.

Cllr. David Hughes, Leader at MHDC said "I am delighted to welcome our newly appointed shared CEO to Malvern and look forward to Jack taking up his post and delivering on the efficiencies and cost savings for our residents. I would also like to thank Chris Bocock for his exceptional dedication and service over the years."

Cllr. Paul Middlebrough, Leader at Wychavon said "Both councils work very closely together already and we look forward to continuing this whilst ensuring both maintain their uniqueness and own identities."

The decision will mean that the post holder at MHDC, Chris Bocock will be made redundant; that will see him leaving his post on 1 December 2014 and Jack taking over the reins.

Jack Hegarty, Managing Director at Wychavon said "I'm really looking forward to this new challenge. Maintaining the individuality of both councils is a high priority for me and I'm acutely aware that this is important at both MHDC and Wychavon. There will of course be shared opportunities in the future, as there have been in the past, but ensuring local identity is maintained is key. There will also be opportunities for improved resilience and cost savings to be enjoyed by both councils."

Biography – Jack Hegarty

With over 29 years local government experience Jack Hegarty heads up Wychavon District Council in Worcestershire as Managing Director. The council was awarded first place in ‘The Times Best Councils to Work For' Award 2008 and Jack was proud to receive ‘The Times Best Leader' award in both 2007 and 2008.

Wychavon was a finalist for the MJ's Best Achieving Council in 2006 and won the LGC's Council of the Year Award for 2007. It also was named as one of the top organisations in the 2010 and 2011 Times Best Places to Work in the public sector. The council has held IIP since 1999 and has achieved Gold Award level and Gold Champion status in 2010. It also holds Customer Service Excellence for all services.

Jack has overseen the rapid improvement at the council which he believes is down to the successful ‘Team Wychavon' ethos he has helped create – with officers and members on the same side. The council also achieved its excellent rated status under the previous Audit Commission Comprehensive Performance Assessment in 2007 and scored top marks for the Audit Commissions Use of Resources and Value for Money Judgements for four consecutive years.

Before Wychavon, Jack held posts at Worthing Borough Council in Sussex. He has also had spells with Horsham District Council in Sussex and Watford Council in Hertfordshire.

Jack admits to being a town planner by profession and is a Member of the Royal Town Planning Institute and a Fellow of the Chartered Management Institute.

Jack is married with four girls and runs marathons to relax (and escape!)
