Payment of fines

If you have received a Penalty Charge Notice (PCN) or Fixed Penalty Notice (FPN) and wish to make payment of this notice, you can do so via one of the following options:

Online

You can pay by debit or credit card by using the Malvern Hills District Council online payment system.

A Penalty Charge Notice (PCN) with a PCN number beginning MO is a parking fine issued on a road.

Pay a Penalty Charge Notice (PCN) with a PCN number beginning MJ

A Penalty Charge Notice (PCN) with a PCN number beginning MJ is a parking fine issued in a Malvern Hills District Council car park.

Pay a Penalty Charge Notice (PCN) with a PCN number beginning FP

By telephone

You can call our automated payment system on 0300 088 0992, select the option applicable to the notice you have been issued and follow the prompts to make payment using a debit or credit card.

Please have your fine number with you as you will need to input this number using your phone when asked.

By post

Cheques and postal orders can be sent to Malvern Hills District Council, Council House, Avenue Road, Malvern, WR14 3AF.

Cheques should be made payable to Malvern Hills District Council. Please do not send cash in the post.

Fine amounts

A PCN will either be £50 or £70 depending on the contravention and the amount is reduced by 50% (to £25 or £35) if it is paid within 14 days from the issue date.

If a PCN remains unpaid, it will revert back to the original amount of £50 or £70 for a period of 28 days, after which it will increase by 50% (to £75 or £105).

PCN levels are set nationally.

FPN amounts differ depending on the offence but are similarly reduced if paid within 7 days from the issue date, before reverting back to the original amount.

If you believe that the notice you have been issued should not be paid and you wish to appeal against it, you can do so via one of the following options:

Please remember to quote the fine number, your vehicle registration and your name and address in all correspondence to ensure your case can be dealt with in a prompt manner.

All appeals must be received in writing.
