Primate Keeper Licences

There are now strict rules to ensure that only those able to provide zoo-level welfare standards will be able to keep primates.

From 6 April 2026 anyone other than licensed zoos and certain medical research facilities keeping primates must have a primate keeper licence. Primates include:

  • Marmosets
  • Tamarins
  • Squirrel Monkeys
  • Spider Monkeys
  • Capuchin Monkeys
  • Lemurs
  • Lorisids (also known as bush babies)

Existing private primate keepers can apply for a primate licence from April 2025. By April 2026, all private primate keepers and people proposing to keep a primate will be required to hold a licence. Licences will be valid for a maximum of three years, with further assessment to ensure continued compliance on renewal.

From April 2026 a person keeping a primate without a primate keeper licence will be committing a criminal offence. Conviction for unlicensed keeping of a primate carries a penalty of imprisonment for a term of up to six months, an unlimited fine, or both.

You will be able to apply for a licence from 6 April 2025.

Pavement Licences

Pavement licences allow businesses selling food and drink to place tables and chairs on public footpaths outside their premises. They can also be used for other types of removable furniture, such as counters or stalls for selling food and drink outside, heaters, benches and other types of seating.

This system is designed to support businesses by making it easier and quicker to use outdoor space for serving food and drink.

A 70 per cent discount is now available on pavement licences, applying to both new applications and renewals, for qualifying Malvern Hills businesses. The discount is part of our wider work to support local businesses and create more attractive places for people to spend time.

Businesses are reminded they must apply for or renew a licence before placing any furniture on the pavement to ensure it is done safely and in line with regulations. Furniture placed without a licence, or left overnight, could be removed by licensing officers.

Placement of advertising hoarding or A-boards, or anything which cannot be removed from the footpath after closing time, is not covered by a pavement licence and requires separate consent.

Street collections

A street collection is a means of collecting money from members of the public for the benefit of charitable or other similar purposes.

In order to be able to carry out a street collection in our area you will need to make an application to us for a permit.

Applications will be determined in line with the Council's pdf Policy on Street Collections (12 KB) .

Apply

You can apply online for a permit via the Gov.uk website.

Apply by post

To apply by post for a permit you will need to complete the document Street Collection Application form (96 KB) .

The form should then be returned to us at: Licensing, Malvern Hills District Council, The Council House, Avenue Road, Malvern, Worcestershire, WR14 3AF

There is no fee payable when applying for a street collection permit.

Will tacit consent apply?

No, it is in the public interest that we consider and processes all applications.

After the collection has taken place

After your collection has taken place you must provide confirmation of the amount of money you have collected and details of any expenses you have incurred as part of the collection. This must be done within one month of the collection taking place.

House to house collections

If you want to make a collection for a charitable purpose in the District by making visits from house to house to appeal for money, other property (for example clothes) or to sell things you need a house to house collection licence from us.

Charities that hold a Cabinet Office order of exemption are not required to apply to us for a licence. However, they are requested to advise us in writing that they have an order of exemption along with the date and location of their collections. Having received this information we can try and avoid collections from clashing with one another.

Apply by post

To apply by post for a licence you will need to complete the document House to House Collection application form (145 KB) .

The form should then be returned to us at:

There is no fee payable when applying for a house to house collection licence.
