Community Wellbeing Mental Health Support Grant Scheme Guidance

Overview

Malvern Hills District Council (MHDC) is investing £1 million in community wellbeing through the Investing in Our Communities’ Wellbeing Fund.

This guidance relates specifically to the Mental Health Support Grant Scheme (£250,000).

We are inviting local organisations to submit an Expression of Interest (EOI) for projects that improve mental wellbeing through prevention, early intervention, and community-based support.

Purpose of the fund

The fund aims to:

  • Improve mental wellbeing across the district
  • Support early intervention and prevention
  • Strengthen community-based support
  • Address wider determinants of mental health (e.g. financial hardship, isolation, housing)

Projects must complement, not duplicate, existing clinical services.

Applicants are encouraged to review and consider how they will contribute to the outcomes as detailed with in the following strategies and plans:

Funding available

  • Total fund: £250,000 (funds to be spent between 1 September 2026 and 31 March 2028)
  • Grant size: £5,001 – £50,000

If you are seeking £5,000 or less, alternative funding may be available via:

Priority areas

We are particularly interested in projects that support:

  • Young people (e.g. mentoring, early support)
  • Farming and rural communities
  • Financial wellbeing
  • Dementia support

Projects do not need to cover all areas but should clearly align with at least one.

Who can apply

You must be an established, not-for-profit organisation, such as:

  • Registered charity
  • Community Interest Company (CIC)
  • Company limited by guarantee
  • Unincorporated community group

You must:

  • Be based in, or deliver services within, the Malvern Hills district
  • Have a governing document (e.g. constitution)
  • Have a bank account in your organisation’s name

What we will fund

We will fund revenue-based projects that improve mental wellbeing, including:

  • Staff and sessional worker costs
  • Volunteer training and expenses
  • Delivery of groups, activities, or services
  • Venue hire and outreach costs
  • Small equipment essential to delivery
  • Community engagement and promotion

Projects should:

  • Be accessible and inclusive
  • Demonstrate local need
  • Show clear community benefit

What we will not fund

We will not fund:

  • Activities that have already started (retrospective funding)
  • Clinical or medical treatment services
  • Large capital projects (e.g. buildings, major refurbishments)
  • Activities that duplicate existing provision
  • Political or exclusively religious activities

What we're looking for (assessment criteria)

Your application will be assessed against:

  1. Strategic Fit (20%)
  • Alignment with fund priorities and local strategic objectives
  • Contribution to reducing inequalities and improving local wellbeing
  1. Impact (25%)
  • Clear, measurable outcomes and benefits
  • Strong evidence of need and demand
  • Scale and reach of anticipated impact
  1. Deliverability (15%)
  • Skills, experience, and capacity
  • Realistic and achievable delivery plan
  • Appropriate governance and risk management
  1. Value for Money (10%)
  • Clear, realistic and proportionate budget
  • Cost-effectiveness relative to outcomes delivered
  • Efficient use of public funding, including wider system benefits
  1. Partnership, Integration & Added Value (20%)
  • Collaboration with relevant organisations and services
  • Evidence of integration with wider systems and avoidance of duplication
  • Added value through co-design, leverage, or complimentary provision
  1. Sustainability (10%)
  • Likelihood of benefits continuing beyond the funding period
  • Clear plan for long-term viability, resourcing, or transition
  • Evidence of embedded change, capacity-building, or lasting impact

 What makes a strong application

Strong applications will:

  • Clearly describe the project and activities
  • Show evidence of local need, using relevant data where possible (e.g. demand, waiting lists, local trends)
  • Identify who will benefit, including priority or underserved groups
  • Demonstrate inclusion and accessibility in both design and delivery (e.g. reducing barriers, reaching diverse communities, ensuring equitable access)
  • Demonstrate experience, capability and capacity to deliver
  • Include realistic and well-justified costs
  • Explain how outcomes will be measured and evidenced

Use data where possible (e.g. numbers supported, waiting lists, local demand, or service pressures) to strengthen the application).

Outcomes and monitoring

You will be expected to report on outcomes such as:

  • Number of people supported
  • Improvements in wellbeing (e.g. recognised tools like SWEMWBS)
  • Reduced isolation / increased connection
  • Access to further support

You may also be asked to provide:

  • Case studies
  • Participant feedback

Partnership working

We encourage collaboration.

This could include:

  • Working with other local organisations
  • Linking with existing services (e.g. wellbeing hubs, employment support)
  • Creating referral pathways

Safeguarding and compliance

You must:

  • Have appropriate safeguarding policies (where relevant)
  • Ensure staff/volunteers are suitably trained
  • Follow relevant legal and regulatory requirements

If your application is unsuccessful

We will:

  • Provide feedback where possible
  • Signpost you to other funding opportunities

Important conditions

  • Do not start your project before approval
  • Costs incurred before approval are at your own risk
  • Funding may be used to extend existing approval projects, subject to prior authorisation.
  • False or misleading information may result in:
    • Withdrawal of funding
    • Recovery of funds

Data protection

MHDC will:

  • Use your information to assess and manage your application
  • Share information with relevant partners (e.g. NHS, Worcestershire County Council)
  • Store data in line with data protection legislation

Reference request

As part of the assessment process, applicants may be asked to provide one or more referees. Referees will typically be contacted to verify the information provided in the application and to give an informed view of the applicant’s capability to deliver the proposed project, including their relevant experience, reliability, governance, and suitability to manage public funding.

Communities Wellbeing Fund

Investing in our Communities’ Wellbeing Fund (2026+)

We are investing £1 million in communities across Malvern Hills to support health, wellbeing, and resilience.

The Investing in our Communities’ Wellbeing Fund builds on over five years of successful investment in community projects, infrastructure and support services across the district. It reflects our continued commitment to helping residents live healthier, safer and more connected lives.

The fund aims to:

  • Improve physical, mental and financial wellbeing
  • Reduce inequalities
  • Prevent crisis through early intervention
  • Strengthen community resilience and capacity

What can you apply for now

Community Mental Wellbeing (£250,000) – Open Now

We are inviting local organisations to submit an Expression of Interest (EOI) for projects that improve mental wellbeing through prevention, early intervention, and community-based support.

The scheme will fund projects running between September 2026 and March 2028, with grants available from £5,001 to £50,000.

We are looking for projects that:

  • Support mental health in community settings
  • Focus on prevention and early help
  • Address wider issues such as housing, safety and inclusion

The grant will support projects that improve mental wellbeing, including staff costs, volunteer training, community activities, venue hire, outreach, and small essential equipment.

Funding Opening Soon

Community Hubs for Wellbeing (£250,000) – Opening June 2026

Funding to support trusted, accessible spaces that bring communities together and promote wellbeing.

Funding may support:

  • Community wellbeing activities and services
  • Volunteer coordination and development
  • Access and active travel improvements
  • Small capital works (e.g. energy efficiency)

Ward Member Budgets (£250,000) – Launching soon

Local councillors will have funding to support small-scale, community-led projects.

This funding will:

  • Support grassroots initiatives
  • Respond quickly to local needs
  • Enable collaboration across wards

Strategic Investment (Not Open for Application)

Community Infrastructure and Capacity (£160,000)

This funding is allocated to Community Action Malvern & District (CAMD) to support delivery of core community wellbeing services.

  • £160,000 over four years (2026–2030)
  • Supports community transport, volunteering and inclusion
  • Helps vulnerable residents access services and remain independent

Community Arts and Culture (£90,000)

This funding will be delivered through Severn Arts to support community-led arts and cultural activity.

This will:

  • Promote wellbeing and inclusion
  • Support local creative activity
  • Build on previous investment
  • Contribute to ambitions such as UK Town of Culture 2028

Our Investment Journey

Since 2021, we have invested significantly in our communities:

  • £500,000 Connected Communities Fund (2021)
    Supporting local places, people and the social sector
  • £1 million UK Shared Prosperity Fund (2022–2026)
    Supporting cost-of-living initiatives, community roles, active travel, and arts
  • £4 million Community Infrastructure Investment Plan (2025–2028)
    Including £1.9 million in capital grants to improve community hubs and facilities

This approach has been recognised nationally as good practice.

Community Facility Legacy Grant Scheme

Applications are now closed.

Our Community Facility Legacy Grant Scheme (the Grant Scheme) has been launched to support communities to become healthier, safer and stronger by protecting and enhancing where people live for current and future generations.

The £1,000,000 Grant Scheme will support communities to enhance the current network of facility provision across the district. Ensuring communities have access to high-quality, sustainable and accessible public open spaces and community facilities, that foster improved health and well-being and connected communities.

The Grant Scheme is a key component of the Council Plan which will:

Accelerate the development of community hubs for wellbeing across the district by investing £4m into community assets through our Community Infrastructure Investment Plan, with a focus on accessibility and inclusivity.

The Community Infrastructure Investment Plan 2025-28 (CIIP) provides the Council with a framework that underpins the Council’s approach to providing, and investing in, new and existing public open space and community facility provision. This includes both provision that is part of the Council’s own facility portfolio, and provision that is owned and operated by community organisations.

Applications are now closed for this scheme and 48 projects have been chosen to move to the next stage.

Connected Communities Celebration

The Connected Communities Celebration is about shining a light on the valuable contributions made by individuals, teams, organisations and businesses across the Malvern Hills District.

Do you know an individual, team or business in the Malvern Hills district that makes a difference to their community and the lives of those around them?

We want to celebrate these wonderful people, who give their time for free, and we are asking residents to come forward and nominate your local stars.

Perhaps you know a young person who is caring for a family member, a neighbour who regularly litter picks in your street, a fantastic team or group that come together to provide support to their local area, or a company whose business initiatives and outlook makes a difference to their local community.

Please come forward and nominate them to get the recognition they deserve. 

Every nominee will receive a letter of thanks, a certificate and a special pin badge from Malvern Hills District Council’s Chairperson. They can also be entered into a prize draw to win a pair of tickets to a special Community Celebration event, taking place in June.

Criteria:

  • The individual or group you are nominating should have been volunteering or giving their time to others (for free) for a minimum of 6 months (this excludes the Young Person and Community Business categories).
  • This scheme is to recognise the contributions of people and businesses within the Malvern Hills District Council area.
  • We are looking for people that are going above and beyond, that are making a significant impact on people's lives and wellbeing in Malvern Hills District. This could be through supporting one individual or many.
  • Nominees might contribute any number of hours per week.
  • Nominated community groups/teams must be from not for profit organisations.
  • Self-nominations will not be accepted.
  • You must be 18 years old or over to nominate – if you are under 18, please ask your parent/guardian to nominate on your behalf.

Categories:

  • Individual – we know that sometimes you want to celebrate an individual but cannot find a category that fits. This category is for any individual who has given their time (for free) or volunteered somewhere in the district area and has made a difference. If they have been contributing to their community for more than 6 months, tell us more about them.
  • Young Person (25 years or under) – do you know a young person who cares for a family member, has volunteered through the Duke of Edinburgh scheme or perhaps has a more permanent or informal volunteering role. Whether it is a young person providing support to one person or many, we want to celebrate them.
  • Lifetime Achievement – this category is aimed at shining a light on those individuals in the community who have been giving their time, to support their community, for many years. They may have taken on various volunteering roles in that time, or perhaps are always the first to organise the annual street party event or provide opportunities to bring their neighbourhood together.
  • Team / Group - two or more volunteers or a board of trustees (not for profit organisations only). Do you know of a fantastic team or group that come together for the better of their community? Perhaps they have created a community garden space, regularly litter pick your area, provide a range of support to their local community, come together as trustees to provide crucial support to a charity and deserve to be celebrated, as a collective.
  • Community Business - this recognises a company or sole trader whose dedication to supporting community groups or local communities has a positive impact on others. It honours businesses that understand their social responsibility and who are committed to creating meaningful change through their Corporate Social Responsibility programmes or day-to-day business activities. If you know of a business that demonstrates a genuine commitment to making a difference, we want to celebrate the positive work they do.
