If the state of a neighbour's garden or land is causing you problems, then your first step is to try to talk to them about it. They may be able to solve the problem without the need for formal action.
If you try this and you are still having issues, then you can make a report to us.
Issues we have the power to deal with include:
- overflowing wheelie bins, or a build-up of rubbish sacks and other waste
- rotting food and other materials
- dense, overgrown vegetation, or a badly managed compost heap
We will attempt to talk to your neighbour and resolve the issue. If this is unsuccessful, they will be sent a warning letter requiring them to clear and tidy their garden by a set date.
If they ignore the warning letter, we may then issue a Community Protection Notice under the Anti-Social Behaviour, Crime and Policing Act 2014. Failure to comply with the notice can lead to a Fixed Penalty Notice being issued and potentially court action.

You will need to provide us with your name and address when you make your report as we may need to visit your property to find out more information. We cannot investigate anonymous complaints.
We won't share your name and address with the person or business that is causing the problem. But, in exceptional circumstances, your details may be quoted if your evidence is used in court.
When you make your report we need to know:
- what the problem is and how long it has been going on
- how it is affecting you - such as not being able to enjoy your garden, having to close your windows
- Photos help us with our enquiries - but don't take photos if you feel it isn't safe.
