Empty Homes Loan Scheme

Malvern Hills District Council is now offering a 0% interest free loan to owners of empty homes within the District.

What Is the Empty Homes Loan Scheme?

The scheme provides a 0% interest repayable loan to eligible property owners to fund agreed renovation works on empty homes. In return, the property must be renovated to a habitable standard and brought back into occupation.

The loan is intended to address properties that cannot reasonably be returned to use without financial assistance.

Scheme Summary

The Empty Homes Loan Scheme offers up to £7,500 per property to help bring long-term empty homes back into use.

Key features of the scheme include:

  • The applicant must be the registered owner of the property
  • The property must be located in the Malvern Hills District and have been empty for at least 6 months
  • Loans are repaid monthly between 2 or 3 years, with the first payment deferred for up to 3 months if agreed. Early repayments allowed.
  • The loan must be used only for the approved renovation works
  • The property must meet the Decent Homes Standard and achieve an EPC rating of E or above once works are completed
  • Within 12 months of completion, the property must no longer be empty (occupied, rented, marketed for sale, or supported through the Council’s tenant referral service)

£1,000 incentive payment may be available where the property is rented out through Malvern Hills District Council’s tenant referral service, subject to separate terms and conditions.
