Clifton upon Teme Neighbourhood Plan

At its Council meeting on 28 November 2017, Malvern Hills District Council 'made' (adopted) the Clifton upon Teme Neighbourhood Plan; it now forms part of the Development Plan for Malvern Hills District. The adopted Clifton upon Teme Neighbourhood Plan and Decision Document can be viewed using the links below:

Referendum – 5 October 2017

A Referendum on the Clifton upon Teme Neighbourhood Plan was held on Thursday 5 October 2017. There was a 25.5% turn out, with 92.4% voting in favour of Malvern Hills using the Clifton upon Teme Neighbourhood Plan to help it decide planning applications in the Neighbourhood Area.

Malvern Hills District Council will consider bringing the Clifton upon Teme Neighbourhood Plan into legal force at the next full Council on 28th November 2017.

Decision Statement Published – 24 August 2017

Following the examination of the Clifton upon Teme Neighbourhood Plan, the Independent Examiner's recommended modifications were agreed as detailed in the Decision Statement.

A Referendum was held on Thursday 5 October 2017 and asked voters "Do you want Malvern Hills District Council to use the Neighbourhood Plan for Clifton upon Teme Parish to help it decide planning applications in the neighbourhood area?"

Examiner's Report - July 2017

Malvern Hills District Council appointed Mr Richard High as independent Examiner of the Clifton upon Teme Neighbourhood Plan. He conducted the examination through consideration of written representations.

The Examiner's Report concluded that the Clifton upon Teme Neighbourhood Plan, subject to the recommended modifications, meets the Basic Conditions and can proceed to referendum. To view the Examiner’s Report, please follow the link below:

Submitted Neighbourhood Plan Consultation – 16 December 2016 to Friday 10 February 2017

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Clifton upon Teme Parish Council submitted its Neighbourhood Plan to Malvern Hills District Council.
 
In accordance with Regulation 16, Malvern Hills District Council undertook a public consultation from Friday 16 December 2016 until 5:00pm on Friday 10 February 2017, during which interested parties were invited to make comments on the draft Clifton upon Teme Neighbourhood Plan.
 
The submitted documentation includes:
 
  • The proposed Neighbourhood Plan
  • A map, forming part of the above Plan, identifying the area to which the proposed Neighbourhood Plan relates
  • A Consultation Statement explaining who was consulted, and how consultation comments have been addressed
  • A Basic Conditions Statement explaining how the proposed Neighbourhood Plan meets the requirements set out in legislation and environmental matters.
