Withdrawal of the Neighbourhood Plan (Review) - January 2026

The plan has been withdrawn from examination at request of Martley Parish Council (the qualifying body) so that the review can be align to the emerging SWDPR.

A Parish Council may withdraw their plan at any time before the local planning authority (Malvern Hills District Council), as the relevant body issues a Decision document following the examination of a Neighbourhood Plan. MHDC accepts Martley Parish Council's decision to withdraw the Neighbourhood Plan (Review).

Examination - 14 August 2025

Malvern Hills District Council has appointed Ann Skippers MRTPI as an independent examiner to examine the Martley, Knightwick and Doddenham Neighbourhood Plan Review. The examination has now begun, and further information about the process can be found in the document below:

Martley, Knightwick and Doddenham Neighbourhood Plan (Review) Regulation 16 Consultation

This is a second running of the Regulation 16 Consultation due to administrative issues identified during the running of the first consultation which ran from 14 March to 25 April 2025. 

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Martley Parish Council, also acting on behalf of Knightwick and Doddenham Parish Council, submitted its Neighbourhood Plan Review to Malvern Hills District Council on 9 January 2025 under Regulation 15. In accordance with Regulation 16, Malvern Hills District Council would now like to invite comments from individuals and organisations on the submitted Martley, Knightwick and Doddenham Neighbourhood Plan Review from 2 May to 13 June 2025. 

Martley, Knightwick and Doddenham Parish Councils undertook consultation on an earlier draft of their Neighbourhood Plan Review between September and October 2024. Comments made during this period helped inform changes made to the document now submitted to Malvern Hills District Council. The draft plan proposes material amendments to some of the policies for improved clarity and to ensure the plan is up to date. The amendments include the addition of green spaces and an updated list of protected views, as well as a new site for development. Additional paragraphs have also been added to cover areas including flood risk, local housing need, and a design guide.  

It is the responsibility of Malvern Hills District Council to collate all responses to the Regulation 16 consultation and pass them on to an independent examiner, who will assess them, and the Neighbourhood Plan documents to determine whether the Neighbourhood Plan Review meets the relevant legislation and should proceed to adoption.

Comments on the draft Martley, Knightwick and Doddenham Neighbourhood Plan Review should be sent to Malvern Hills District Council by 23:59 on Friday 13 June 2025 using the response form.

Once the Regulation 16 consultation has closed, all representations will be uploaded below. The next stage is submission for examination dependent on the nature of the representations received to the Regulation 16 consultation.

Martley, Knightwick and Doddenham 'made' Neighbourhood Plan - January 2018

Following a successful referendum, Malvern Hills District Council will decide in January 2018 whether to “make’ (adopt) the Martley, Knightwick & Doddenham Neighbourhood Plan so that it is part of the statutory Development Plan for Malvern Hills District, sitting alongside the South Worcestershire Development Plan and other material considerations in determining planning applications in the parishes of Martley, Knightwick & Doddenham.

Referendum – 30 November 2017

A Referendum on the Martley, Knightwick & Doddenham Neighbourhood Plan was held on Thursday 30 November 2017. There was a 22.5% turn out, with 86.7% voting in favour of Malvern Hills using the Martley, Knightwick & Doddenham Neighbourhood Plan to help it decide planning applications in the Neighbourhood Area.

Examiner's Report - August 2017

Malvern Hills District Council (with the agreement of Martley Parish Council) appointed Christopher Collison to examine the Martley, Knightwick and Doddenham Neighbourhood Plan. He conducted the examination through consideration of written representations.

The Examiner's Report has now been received and concludes that the Martley, Knightwick and Doddenham Neighbourhood Plan, subject to the recommended modifications, meets the Basic Conditions and can proceed to referendum. To view the Examiner’s Report, please follow the link below:

Submitted Neighbourhood Plan Consultation – from 12 May 2017 to 5pm on Friday 23 June 2017

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Martley Parish Council submitted the Martley, Knightwick & Doddenham Neighbourhood Plan to Malvern Hills District Council.

In accordance with Regulation 16, Malvern Hills District Council undertook a public consultation from Friday 12 May 2017 until 5:00pm on Friday 23 June 2017, during which interested parties were invited to make comments on the draft Martley, Knightwick & Doddenham Neighbourhood Plan.

The submitted documentation included:

  • The proposed Neighbourhood Plan
  • A map, forming part of the above Plan, identifying the area to which the proposed Neighbourhood Plan relates
  • A Consultation Statement explaining who was consulted, and how consultation comments have been addressed
  • A Basic Conditions Statement explaining how the proposed Neighbourhood Plan meets the requirements set out in legislation and environmental matters.
