At its Council meeting on 28 November 2017, Malvern Hills District Council 'made' (adopted) the Kempsey Neighbourhood Plan; it now forms part of the Development Plan for Malvern Hills District. The adopted Kempsey Neighbourhood Plan and Decision Document can be viewed using the links below:

Referendum – 5 October 2017
A Referendum on the Kempsey Neighbourhood Plan was held on Thursday 5 October 2017. There was a 38.4% turn out, with 91.6% voting in favour of Malvern Hills using the Kempsey Neighbourhood Plan to help it decide planning applications in the Neighbourhood Area.

Malvern Hills District Council will consider bringing the Kempsey Neighbourhood Plan into legal force at the next full Council on 28th November 2017.
Decision Statement Published – 24 August 2017
Following the examination of the Kempsey Neighbourhood Plan, the Independent Examiner's recommended modifications were agreed as detailed in the Decision Statement.
A Referendum was held on Thursday 5 October 2017 and asked voters "Do you want Malvern Hills District Council to use the Neighbourhood Plan for Kempsey Parish to help it decide planning applications in the neighbourhood area?"

Examiner's Report - June 2017
Malvern Hills District Council appointed Mr Andrew Ashcroft as independent Examiner of the Kempsey Neighbourhood Plan. He conducted the examination through consideration of written representations.
The Examiner's Report concluded that the Kempsey Neighbourhood Plan, subject to the recommended modifications, meets the Basic Conditions and can proceed to referendum. To view the Examiner’s Report, please follow the link below:
