Hallow Neighbourhood Plan (Review)
Following the Examiner's Report, received on the 28 May 2024, Hallow Parish Council have taken the decision to withdraw the Hallow Neighbourhood Plan (Review). A Parish council may withdraw their plan at any time before the local planning authority (Malvern Hills District Council), as the relevant body issues a Decision document following teh examination of a neighbourhood plan.
MHDC accepts Hallow Parish Council's decision to withdraw the Neighbourhood Plan (Review).
The Hallow Neighbourhood Plan (Review) will not be proceeding to Referendum at this time.

The examiner’s report was received on 28 May 2024. Subject to a series of recommended modifications set out in the report, the examiner concluded that the Hallow Neighbourhood Plan (Review) meets all the necessary legal requirements and should proceed to referendum.

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012 Hallow Parish Council has submitted the draft Hallow Neighbourhood Plan Review to Malvern Hills District Council. In accordance with Regulation 16, the District Council would like to invite comments from organisations and individuals on the draft Neighbourhood Plan from Friday 22 September to Friday 10 November 2023.
Hallow Parish Council undertook consultation on an earlier revised draft of their Plan between 22 May 2023 and 3 July 2023. Comments made during this period helped inform changes to the document now submitted to Malvern Hills District Council. 17 draft policies have been proposed, focusing on topics including Sustainable Development, Social and Community, Development, Community Facilities, Historic and Natural Environment, Key Views, Biodiversity and Geodiversity, Local Green Spaces, and Design in the Built Environment.
It is the responsibility of Malvern Hills District Council to collate all the responses and forward them on to an independent examiner, who will consider the responses and the Plan documents when assessing whether the Neighbourhood Plan meets the relevant legislation and can therefore proceed to referendum.
Paper copies of the draft Hallow Neighbourhood Plan Review are available to view at the Hallow School, Church, Parish Hall and The Malvern Council House or obtained on request from Malvern Hills District Council
Comments on the draft Hallow Neighbourhood Plan Review should be sent to Malvern Hills District Council by 23:59 on 10 November 2023 using the Response Form.

Referendum - 24 June 2021
A Referendum on the Hallow Neighbourhood Plan was held on Thursday 24 June 2021. There was a 35% turn out, with 96% voting in favour of Malvern Hills using the Hallow Neighbourhood Plan to help it decide planning applications in the Neighbourhood Area.

Examiner's Report – April 2021
Malvern Hills District Council (with the agreement of Hallow Parish Council) appointed Christopher Collison to examine the Hallow Neighbourhood Plan. The Examiner conducted the examination through consideration of written representations.

Submitted Neighbourhood Plan Consultation
15 January to 5pm on Friday 26 February 2021
Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Hallow Parish Council submitted the Hallow Neighbourhood Plan to Malvern Hills District Council on 21 December 2020.
In accordance with Regulation 16, Malvern Hills District Council is undertook a public consultation from Friday 15 January until 5pm on Friday 26 February 2021, during which interested parties were invited to make comments on the draft Hallow Neighbourhood Plan.
The submitted documentation includes:
- the proposed Neighbourhood Plan
- a map identifying the area to which the proposed Neighbourhood Plan relates
- a Consultation Statement explaining who was consulted, and how consultation comments have been addressed
- a Basic Conditions Statement explaining how the proposed Neighbourhood Plan meets the requirements set out in legislation and environmental matters.

Neighbourhood Area Application – Approved 14 July 2017
Following an application made by the Parish Council in June 2017, the District Council designated the parish of Hallow as a Neighbourhood Area, under Regulation 7 of the Neighbourhood Planning (General) Regulations 2012 on 14 July 2017.
