A public inquiry is taking place in relation to a planning appeal for Outline planning permission (all matters reserved, except access) for the provision of up to 125 residential dwellings and associated works. This is an appeal against the Refusal decision of the application.

About the public inquiry

The Inspector closed the Inquiry yesterday afternoon (Wed 26th February 2025), and therefore the Inquiry will not require to sit on the 4th March 2025.  We now await the Inspector's Decision in the coming months.

Case Management Conference

On 12 December 2024 the Planning Inspector appointed to hear this appeal on behalf of the Secretary of State held a case management conference with the representatives for the Council and the Appellant which took place virtually. No discussion took place on merits of the respective parties’ cases and no evidence was heard or submitted. The purpose of the conference was to set out a clear indication of the ongoing management of the appeals and the presentation of the evidence so that the forthcoming inquiry is conducted in the most efficient and effective manner.

Indicative Inquiry Programme

The first day (Tuesday 25 February) will be held at the Abbey Hotel, Abbey Road, Great Malvern, WR14 3ET. The second day (Wednesday 26 February) will be held at the Council House, Avenue Road, Great Malvern, WR14 3AF. Although originally scheduled to last until Friday 28 February, the council’s updated position on its reasons for refusal means a shorter programme than originally anticipated.  An additional day the following week (Tuesday 4 March) has been reserved for a virtual session, if required.

Following the case management conference The Planning Inspector has set out an Indicative Inquiry Programme (this may be subject to change).
